This is Dusk, the Cambridge Town Owl. Dusk originates from the Owl on the Cambridge Guildhall clock, installed in the mid-1930s.

A curious sight given the original plan was to have the two Neptune Horses that support the Borough Coat of Arms as supporting the Guildhall Clock.

Mr Sargent, amongst other correspondents identifying that the owl represented dusk – or night time.
